Emergency managers face challenges in mitigating risk and understanding vulnerabilities of diverse communities. Disasters expose these diverse vulnerable populations to greater poverty and preparedness challenges. As you complete the next assignment, think about culture and its influence in disaster preparedness.
On your own write a paper that builds on the Kulatanga (2010) article. Consider what Kulatanga says, and pull from all of the readings on Hurricane Katrina so far to give examples of how taking aspects of culture into account during preparedness would have enabled emergency managers to better reach diverse vulnerable communities. Based on the other module and course readings, describe how emergency managers, by taking culture into account during and after disasters, can better support community recovery.
