Procurement – Centralized or Decentralized ?

Which is a better procurement mechanism – Centralized or Decentralized? Businesses designing their procurement function have been debating this eternal question forever. While there are pros and cons of each model, the debate is split wide open. List at least three pros and three cons on both sides of the discussion. Then, for the purchase of critical supplies like ventilators, hand sanitizers, and face masks, discuss the most appropriate procurement mechanism for a body that is supposed to cater to the needs of the Canadian health care sector. For such a scenario, does centralized or decentralized procurement seem better to you, and why? Justify your position and give adequate data to support your views. What lessons in centralization (or decentralization) have we learnt during the COVID19 pandemic?
