The federal government extends its capacity to pursue a social agenda through both categorical grants and block grants to the states. These grants, sometimes known as “grants-in-aid,” provide federal funds to states for specific purposes, allowing the federal government to deliver programs that might arguably extend beyond its constitutional authority. In the case of categorical grants (such as Medicaid, Head Start, and SNAP), federal regulations are quite specific. Block grants, however, have relatively few imposed requirements, which permits state officials to exercise considerable control over the way the funds are used.

The newly-elected governor of a rural southern state campaigned on a states’ rights platform, vowing to limit the involvement of the federal government in decisions that arguably belong to the state. This has become an issue for social service agencies throughout the state because, while some of the funding they depend on comes from block grants, some comes from categorical funding. This new governor is averse to accepting any categorical funds, which would result in the elimination of programs that are essential to the state’s most vulnerable residents.

You are on the board of the State Association of Social Workers, which will be making a recommendation to the governor. You know that the state cannot morally or ethically justify eliminating all categorical funding, so you focus on ways to persuade the governor to accept it. You have two options. How do you proceed?

You focus on those who are served by the programs, and you provide success stories of ways that the programs significantly improve lives.
You focus on the opportunity to obtain waivers of certain categorical grant regulations that would give the governor more flexibility.
