Reaching Vulnerable Populations
During Hurricane Ivan in 2004, many diverse vulnerable populations—such as the Hispanic and Haitian communities—were unaware of important information like distribution points for water and other supplies. Emergency managers were unaware of any technological means to reach these populations.
Based on the disaster communications readings in this module and your knowledge of technology today, how would you propose reaching the most vulnerable populations? How can current technology aid your effort?
