Below are points that you may find useful in developing your discussion. This is not an exhaustive list and you should tailor your approach to best fit what you want to share. Also, remember that the Critical Model for Social Welfare Policy (page 100) is another way to structure your discussion.
Identify the problem and how it is defined including causes, history, and context. What are the values and beliefs that make the issue a social problem? What are the conflicting values and beliefs embedded in the problem?
What groups are affected by the issue/problem (winners, losers), and who is now defining this issue as a social problem? If this is a longstanding problem? What conditions are now different? Who has power regarding this issue?
What social welfare ideologies, theories, or paradigms are relevant? Why?
What social welfare policies and programs are relevant to the problem? Is the problem adequately addressed by present social welfare policies and programs?
What suggested changes and/or approaches would you recommend in addressing the issue?
You may structure your paper in a manner which best fits how you want to share the material as long as it is well organized and clear. It is helpful to have an intent paragraph at the beginning.
Your paper should integrate a host of outside sources to strengthen your points and/or introduce, with validation, other perspectives. Also, remember to corroborate your assertions with valid references within the paper. Please use statistical data to strengthen a point, not to extend your paper. Graphs and charts will not be used toward the minimum page requirementThis is a short research paper which should include facts. Your personal feelings on the subject may come at the end, once you have thoroughly covered the topic.
