politically,
China’s uses a gentler form of influence based more on persuasion unlike the USA which uses a more rough form of influence based on manipulation of the foreign public through threats such as sanctions as well as rewards. USA’s form of public diplomacy based on persuasion seemed to work best in terms when nations were at war with each other (Zhang & Cameron, 2004).
. For instance, the USA has in the recent past provided messaging and tangible assistance to areas that are susceptible to radical recruitment in an attempt to end terrorism and violent extremism. Further, the USA has continued to strengthen its international alliances through the provision of knowledge about its values and culture to its friendly nations (Yang et al. 2012).
In its public diplomacy, the US has been accused of neglecting smaller countries in favor of bigger countries. On the other hand, China’s public diplomacy is more focused on smaller countries from developing continents such as Africa. China has heavily invested in these smaller countries in the recent past, giving loans to fund various projects such as roads and opening up businesses. As a result of its engagement with the smaller nations, China has seen its economy benefit from the wider and upcoming markets in the smaller countries where it sells its products (Szondi, 2008).

Geographically,
Does the geography of the USA and location has effect ?
Are we focusing on many the key countries ? what about our borders and neighbors ( e.g canada and mexcio)?
historically,
does the history of the USA affect? E.g ( war in Vietnam, Iraq Afghanistan ect)
Culturally ( organizarion culture )
The impact cultural aspects can have on PD implementation depends on the quality of the personnel. Some consider security concerns as part of the cultural factors they must address, and this may affect their decisions concerning implementation of digital public diplomacy. The issue of language plays a significant role in the failures of PD approaches. Language barriers may affect the ability of diplomats to communicate with their partners effectively. Cultures that discourage the use of social media or other digital platforms make it challenging to implement Public diplomacy, compared to those countries that may allow its development.
