As you may know, the technology life cycle for local, state and federal law enforcement government agencies continues to remain inadequate for a changing world. Almost all criminal justice agencies still lack the funding to keep up with the advances in technology. Few agencies have enough money in their budget to allow for continuous upgrades and maintenance of the technology in their agency (mobile communication systems, mobile data terminals, facial recognition technology, inmate body scanners, fingerprint sweat testing technology-drug screening technique, body cameras and/or GPS monitors for offenders). Typically most criminal justice agencies are dependent on grant funding to upgrade these systems.

According to the Bureau of Justice Assistance Grants Manual, 60 percent of the country’s 17,000 state and local criminal justice agencies have fewer than 50 sworn officers. Many departments have staff that must serve as their agencies “grant finder/grant writer.” As a result, you have been asked by your supervisor, Chief Clarence Wiggum from the WILLU County Criminal Justice department to select a company to purchase a new piece of criminal justice technology from.
