The author deciphers the homology of various emission types and how they can synergistically achieve pollutant control through allocating technology investment in a rational manner. To achieve the objective, the author proposed a model of synergistic pollutant control. The author selected sulfur and carbon as the main control object. The study obtained a weak analytical expression of clear technology paths of investment, emission reduction, and technology capital accumulation. The author used theoretical predictions to verify numeric stimulation. The study concluded that the pollutant control model stimulates different target combinations for carbon and sulfur. The author drew the sufficient and necessary conditions for the selection of clean technology as an internal solution. The author viewed the action as a practical and powerful evaluation index.
