Based on the materials so far, you understand the elements of conceptual planning based. Using this understanding, combined with the readings and materials up to this point, develop a conceptual framework for the initial response to the 2017 Hurricane Maria Puerto Rico event.

Write a position paper that initial frames and develops an operational approach towards a problem towards the 2017 Hurricane Maria Puerto Rico event. Students will have elements of current state, end state, problem statement, operational approach, and the operational risk associated with the event.
